On March 10, 2011, Board of County Commissioners appointed Charter Board composed of nine members and three alternates.

Charter Board submitted Charter of Frederick County to Board of County Commissioners on August 7, 2012. Charter was ratified by the voters on November 6, 2012.

As a result of adoption of Charter, County voters elected a County Executive and County Council, beginning in November 2014.

Privatized May 1, 2014, ending process which began on June 25, 2013, when Board of County Commissioners approved sale of Citizens Care and Rehabilitation Center to Aurora Health Management.

In February 2015, County Executive created Ethics Task Force to examine County ethics ordinance, and State law processes and procedures.

On June 4, 2015, Task Force submitted its final report.
