ORIGIN & FUNCTIONS


DEPARTMENT OF PUBLIC WORKS

The Department of Public Works operates and maintains County roads, water and sewer systems, and road construction and inspection. The Department also procures land needed for construction of roads, bridges, drains, utilities, and solid waste projects (County Code, sec. 3-901).

Under the Department are four bureaus: Engineering, Recycling Operations, Roads Operations, and Utilities. The Department also oversees the Carroll County Regional Airport, and Carroll Transit System.

BUREAU OF ENGINEERING
The Bureau of Engineering manages engineering and environmental projects. It provides engineering design, review, and construction inspection services for the County's Capital Improvement Program.

BUREAU OF RECYCLING
The Bureau of Recycling Operations is responsible for landfills, and the County recycling program.

BUREAU OF ROADS OPERATIONS
The Bureau of Roads Operations maintains County roads and bridges. Maintenance includes roadside mowing, patching, drainage work, pipe cleaning and replacement, tree trimming and removal, storm drain maintenance and repair, and surface sealing operations. The Bureau also responds to emergency road situations involving snowstorms, flooding, downed trees, and vehicle accidents. In addition, the Bureau maintains all types of road signs, and is responsible for highway striping (County Code, secs. 10-101 through 10-402).

BUREAU OF SOLID WASTE OPERATIONS
The Bureau of Solid Waste Operations oversees the County's solid waste collection system. The Bureau operates the Northern Landfill at Westminster, and the Hoods Mill Landfill at Woodbine in the southern part of the County (County Code, secs. 12-101 through 12-110).

BUREAU OF UTILITIES
The Bureau of Utilities operates and maintains County water and sewer facilities. For water, the Bureau oversees the Freedom District Water Treatment Plant, the Bark Hill Water supply, and the Pleasant Valley Community Water system. For sewerage, the Bureau operates the Pleasant Valley Wastewater Treatment Plant, the South Carroll Wastewater Treatment Plant, the Winfield Sewer Pumping Station, and the Runnymede Wastewater Treatment Plant (County Code, secs. 14-101 through 14-901).

CARROLL TRANSIT SYSTEM
Functions of the Carroll Transit System started as transportation for seniors, called Senior Overland Service, under the Bureau of Aging. As the Carroll Area Transit System (CATS), it was placed under the Department of Citizens Services in 1990, transferred to the Department of Planning in 1996, and moved again to the Department of Citizens Services in 2011. In February 2015, it reformed as the Carroll Transit System, and in November 2015 was repositioned under the Department of Public Works.

Carroll Transit System provides human service transportation to persons with disabilities, seniors, special populations, job retraining programs, and independent living programs whose services cannot be met through the public transportation system. While the System's service area originates within Carroll County, it extends to surrounding counties as well.
