ORIGIN & FUNCTIONS


DEPARTMENT OF TRANSPORTATION

Under the Department of Transportation are five divisions: Conduits, Engineering and Construction, Maintenance, Safety, and Traffic.

CONDUITS DIVISION
To support power distribution, communication, and signal networks within Baltimore, the Conduits Division plans and manages project design and construction of the conduit system. The system includes electrical power cables, telecommunications (including fiber optic), and traffic signal control cables. The Division inspects and maintains the system, and negotiates leases for its use.

ENGINEERING & CONSTRUCTION DIVISION
The Engineering and Construction Division manages the engineering design and construction administration of capital improvement projects concerned with highways and streets; bridges, retaining walls, and bulkheads; footways; and alleys.

MAINTENANCE DIVISION
The Maintenance Division maintains and preserves the City's transportation network and roads, and repairs its transportation facilities.

SAFETY DIVISION
The Safety Division enforces parking and traffic laws, tows abandoned and illegally parked vehicles, and is responsible for the safe movement of children to and from elementary schools.

TRAFFIC DIVISION
The Traffic Division manages traffic, and maintains signs, markings, and traffic signals.


PARKING AUTHORITY

Created in 2000, the Parking Authority was formed to plan, develop, and manage parking in Baltimore (City Ordinance 2000-71; Code Local Government Article, secs. 18-101 through 18-121). Since parking policy affects traffic congestion, neighborhood life, economic development, and the environment, the Authority seeks to create incentives for drivers to make good parking decisions or use alternative forms of transportation.

The five-member Board of Directors governs the Authority. Four members are appointed by the Mayor with City Council consent, and one is a City Council member appointed by the City Council President. Members serve three-year terms.
