Biennial Report to General Assembly due July 1, beginning 2017 (Chapter 358, Acts of 2015).
In July 2015, the Maryland Cybersecurity Council was authorized (Chapter 358, Acts of 2015).
The Council works with the National Institute of Standards and Technology, other federal agencies, businesses, and private cybersecurity experts to review and conduct risk assessments to determine which local infrastructure sectors are at the greatest risk of cyber attacks, and need the most enhanced cybersecurity measures.
If cyber damage or unauthorized cyber access to infrastructure could reasonably result in catastrophic consequences, the Council will use federal guidance to identify categories of critical infrastructure as critical cyber infrastructure. The Council also will assist infrastructure entities and cybersecurity businesses to comply with federal cybersecurity guidance.
State and federal laws regarding cybersecurity will be examined by the Council, and proposed changes will be recommended. Moreover, the Council will recommend a comprehensive State Strategic Plan to ensure a coordinated and adaptable response to and recovery from cybersecurity attacks.
The Council consists of up to forty-four members along with five federal agency members, and additional members when appropriate. The Attorney General chairs the Council (Code State Government Article, sec. 9-2901).
