In June 2007, the Study Commission to Explore the Expanded Application of State Stipends for National Certification of Teachers was authorized (Chapter 387, Acts of 2007). First, the Commission was to assess the difficulty of the certification process for speech-language pathologists, occupational therapists, school psychologists, physical therapists, school counselors, and others, and compare the rigor of those procedures with the process involved in national teacher certification by the National Board for Professional Teaching Standards. Next, the Commission gathered testimony on the subject from academic experts. Based on their assessments, comparisons, and the expert testimony, the Commission was to recommend whether or not speech-language pathologists, occupational therapists, school psychologists, physical therapists, school counselors, and others should be eligible to receive the same stipend as classroom teachers and nonadministrative school-based employees who are certified by the National Board for Professional Teaching Standards.
The Commission submitted its report to the Governor and General Assembly on March 31, 2008. Authorization for the Commission ended May 31, 2008.
