Continuing Care Committee first was convened in 1994 to study and recommend revision to statutes on continuing care. As Continuing Care Advisory Committee, it was reconvened in 2005, and most recently in Sept. 2009. Committee studied issues and legislation to be introduced in 2011 on continuing-care retirement communities in Maryland. It reported its findings to Secretary of Aging in Nov. 2010.

GUARDIANSHIP ADVISORY BOARD
Abolished in 1997 (Chapter 7, Acts of 1997).

HOUSING SERVICES DIVISION
Under Deputy Secretary, restructured as Long-Term Care Supports and Services Division in Jan. 2011.

HUMAN RESOURCES DIVISION
The Human Resources Division oversaw the Senior Community-Service Employment Program.

In Oct. 2001, Innovations in Aging Services Advisory Council organized within Department of Aging (Chapter 394, Acts of 2001). Council advised Secretary of Aging on annual Innovations in Aging Services Program Plan, which set forth priorities for funding innovative aging services and training of personnel who serve the elderly.

Secretary of Aging chaired fourteen-member Council (Code 1957, Art. 70B, sec. 36).

Because Program had not been funded, Advisory Council last met in 2003. Legislation added member in 2011, but Council still did not meet due to lack of funding (Chapter 295, Acts of 2011). Abolished Oct. 1, 2013, and certain responsibilities transferred to Commission on Aging (Chapter 236, Acts of 2013).

HUMAN RESOURCES DIVISION
Under Office of Secretary, abolished in July 2015, and functions assumed by Department of Budget and Management.

MANAGEMENT DIVISION
In July 1997, merged with Planning and Evaluation Division to form Planning and Operations Division.

MEDICAID WAIVER
Abolished in July 2014 when waiver function transferred to Dept. of Health and Mental Hygiene.

NUTRITION
Renamed Nutrition and Health Promotion in 2006.

NUTRITION & COMMUNITY SERVICES DIVISION
In Oct. 1998, consolidated with Client Services and Long-Term Care Division to form Client and Community Services Division.

OFFICE ON AGING
Effective July 1, 1998, restructured as Department of Aging (Chapter 573, Acts of 1998).

OPERATIONS
Under Office of Secretary, organized in July 2007 as Operations and Program Development, and became Operations in Oct. 2012. With Budget and Fiscal Services Division, it combined to form Operations and Fiscal Services Division in July 2014.

OPERATIONS & PROGRAM DEVELOPMENT
Reorganized as Operations in Oct. 2012.

PLANNING

PLANNING & EVALUATION DIVISION
In July 1997, merged with Management Division to form Planning and Operations Division.

PLANNING & OPERATIONS DIVISION
In July 2006, restructured as Budget Management and Fiscal Services Division.

PROGRAM DEVELOPMENT DIVISION
In 1998, Program Development Division was created. Reporting directly to Secretary of Aging, Division oversaw new projects and services administered by Department and identified new funding sources for them.

To enhance aging services, Division establishd partnerships with public and private agencies. It also created new aging services and products, and helped local agencies on aging identify and obtain grants and other sources of support.

Abolished in March 2007. Functions restructured in July 2007 as Operations and Program Development.

PUBLIC AFFAIRS
Renamed Communications in Oct. 2012.

SENIOR ASSISTED LIVING SUBSIDY
Under Long-Term Care Supports and Services Division, functions dispersed to Senior Care in July 2014.

SENIOR COMMUNITY-SERVICE EMPLOYMENT PROGRAM
Formerly under the Program Development Division of Department of Aging, the Senior Community-Service Employment Program transferred to the Human Resources Division in 2007. On-the-job training for persons aged 55 and above with limited incomes who wish to improve their job skills or learn new skills is arranged by the Senior Employment Program. These part-time, paid training assignments in community service are coordinated with nonprofit or government agencies and may last up to two years. The Program is funded by the U.S. Department of Labor, as authorized by Title V of the federal Older Americans Act.

Transferred to Division of Workforce Development and Adult Learning in Department of Labor, Licensing, and Regulation in July 2016 (Chapter 468, Acts of 2016).
